1-7 COMMITTEE AMENDMENT NO. 1 By: Lindsay
1-8 Amend H.B. No. 1368 (House Engrossment) as follows:
1-9 (1) Strike SECTION 2 of the bill (page 2, lines 20-25) and
1-10 substitute the following appropriately numbered SECTION:
1-11 SECTION ____. (a) The change in law made by this Act to
1-12 Section 502.203, Transportation Code, applies only to an
1-13 application for vehicle registration under that section submitted
1-14 on or after the effective date of this Act. An application for
1-15 registration under that section submitted before the effective date
1-16 of this Act is governed by the law in effect on the date the
1-17 application was submitted, and the former law is continued in
1-18 effect for that purpose.
1-19 (b) This Act takes effect September 1, 2001.
1-20 (2) Add the following appropriately numbered SECTION and
1-21 renumber subsequent SECTIONS of the bill accordingly:
1-22 SECTION ____. Subchapter A, Chapter 502, Transportation Code,
1-23 is amended by adding Section 502.0022 to read as follows:
1-24 Sec. 502.0022. CONSOLIDATED REGISTRATION OF FLEET VEHICLES.
1-25 (a) The department shall develop and implement a system of
1-26 registration so that an owner of a fleet of motor vehicles may
1-27 consolidate the registration of the motor vehicles in the fleet as
1-28 an alternative to the separate registration of each motor vehicle
1-29 in the fleet.
1-30 (b) A system of consolidated registration under this section
1-31 must allow the owner of a fleet of motor vehicles to register:
1-32 (1) an entire fleet of motor vehicles in the county of
1-33 the owner's residence or principal place of business; or
1-34 (2) those vehicles in a fleet of vehicles that are
1-35 operated most regularly in the same county by registering the
1-36 vehicles in that county.
1-37 (c) The department by rule shall define "fleet" for purposes
1-38 of this section.
1-39 (d) The department may adopt rules to administer this
1-40 section.
1-41 COMMITTEE AMENDMENT NO. 2 By: Lindsay
1-42 Amend H.B. 1368 by adding the following appropriately
1-43 numbered SECTION of the bill and renumbering SECTIONS
1-44 appropriately:
1-45 SECTION ____. Section 502.158(c), Transportation Code, is
1-46 amended to read as follows:
1-47 (c) The department may designate a registration period of
1-48 less than 12 months. The registration fee for a registration
1-49 period of less than 12 months is computed at a rate of one-twelfth
1-50 the annual registration fee multiplied by the number of months in
1-51 the registration period. The department may not designate a
1-52 registration period of more than 12 months, but:
1-53 (1) with the consent of the department, an owner may
1-54 pay registration fees for a designated period of more than 12
1-55 months; and
1-56 (2) an owner of a vehicle [passenger car or light
1-57 truck that has not been previously registered in this or another
1-58 state and is of the current or preceding model year] may pay
1-59 registration fees for a designated period of 12, 24, or 36 months.
2-1 A BILL TO BE ENTITLED
2-2 AN ACT
2-3 relating to application for registration of vehicles used by
2-4 nonprofit disaster relief organizations.
2-5 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
2-6 SECTION 1. Section 502.203(b), Transportation Code, is
2-7 amended to read as follows:
2-8 (b) An application for registration under this section must
2-9 include:
2-10 (1) a statement by the owner of the vehicle that the
2-11 vehicle is used exclusively for emergencies and has not been used
2-12 for any other purpose;
2-13 (2) a statement signed by an officer of the nonprofit
2-14 disaster relief organization [by the sheriff of the county in which
2-15 the vehicle is registered] that the vehicle has not been used for
2-16 any purpose other than emergencies and qualifies for registration
2-17 under this section; and
2-18 (3) a reasonable description of the vehicle and the
2-19 emergency equipment included in the vehicle.
2-20 SECTION 2. This Act takes effect September 1, 2001, and
2-21 applies only to an application submitted on or after the effective
2-22 date of this Act. An application submitted before the effective
2-23 date of this Act is governed by the law in effect when the
2-24 application was submitted, and the former law is continued in
2-25 effect for that purpose.
