                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to posting the state budget on the Internet.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1. Chapter 322, Government Code, is amended by adding
 1-5     Section 322.014 to read as follows:
 1-6           Sec. 322.014.  POSTING BUDGET ON INTERNET. (a)  In this
 1-7     section:
 1-8                 (1)  "Current state budget" means the current General
 1-9     Appropriations Act as modified or affected by the governor's veto
1-10     proclamation and by other significant acts authorizing
1-11     appropriations.
1-12                 (2)  "Recommended state budget" means the general
1-13     appropriations bill transmitted by the director under Section
1-14     322.008.
1-15           (b)  The board shall post on the Internet the current state
1-16     budget and, when available, the recommended state budget proposed
1-17     to the legislature for adoption.
1-18           (c)  The board shall provide for state budget information
1-19     posted on the Internet to be, at a minimum, searchable according to
1-20     functional area, subject matter, and state agency categories. The
1-21     Internet posting shall provide for hypertext links, or the
1-22     equivalent, from the searchable categories to appropriate sections
1-23     of the budget intended to achieve results in the searched
1-24     functional area, affecting the searched subject matter, or funding
 2-1     the searched state agency.  The board shall provide for hypertext
 2-2     links, or the equivalent, from budget information posted on the
 2-3     Internet to other information resources related to specific budget
 2-4     information.
 2-5           SECTION 2. This Act takes effect September 1, 2001.
