1-1 AN ACT
1-2 relating to the use of certain transferred freshman-level credit
1-3 courses to satisfy the requirements of the Texas Academic Skills
1-4 Program.
1-5 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-6 SECTION 1. Section 51.306, Education Code, is amended by
1-7 adding Subsection (x) to read as follows:
1-8 (x) This subsection applies to an undergraduate student who
1-9 transfers to an institution of higher education from an accredited
1-10 private or independent institution of higher education or an
1-11 accredited out-of-state institution of higher education. A
1-12 transfer student is exempt from the requirements of this section if
1-13 in each of the three skill areas described by Subsection (b) the
1-14 student has earned a grade of "B" or better in a transferred
1-15 freshman-level credit course included in the list of courses
1-16 established by the board under Subsection (g). A transfer student
1-17 who has not earned a grade of "B" or better in a course in each
1-18 skill area as described by this subsection is subject to the
1-19 requirements of this section for any skill area in which the
1-20 requisite grade was not earned. A transferred course may not be
1-21 considered for purposes of this subsection unless the transfer
1-22 student submits to the institution of higher education a transcript
1-23 reflecting the grade earned in the course.
1-24 SECTION 2. The change in law made by this Act applies only
2-1 to a transfer student who enrolls at a public institution of higher
2-2 education for a semester or summer session that begins on or after
2-3 the effective date of this Act.
2-4 SECTION 3. This Act takes effect immediately if it receives
2-5 a vote of two-thirds of all the members elected to each house, as
2-6 provided by Section 39, Article III, Texas Constitution. If this
2-7 Act does not receive the vote necessary for immediate effect, this
2-8 Act takes effect September 1, 2001.
