                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to a study of the costs of providing transportation
 1-3     services for public school students.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  (a)  The Texas Education Agency, in cooperation
 1-6     with the Legislative Budget Board, shall conduct a study relating
 1-7     to the costs of providing transportation services for public school
 1-8     students under Section 42.155, Education Code.
 1-9           (b)  The agency shall include in the study:
1-10                 (1)  a comparison of the transportation costs in urban,
1-11     suburban, and rural school districts and counties;
1-12                 (2)  an analysis of the costs of providing
1-13     transportation services to students enrolled in magnet schools;
1-14                 (3)  an analysis of any significant trends in student
1-15     attendance that are related to transportation costs or the
1-16     provision of transportation services; and
1-17                 (4)  any recommendations for legislative or
1-18     administrative action to modify the amount of the transportation
1-19     allotment provided to school districts under Section 42.155,
1-20     Education Code.
1-21           (c)  Not later than December 1, 2002, the agency shall report
1-22     the results of the study conducted under this section to the
1-23     governor, lieutenant governor, speaker of the house of
1-24     representatives, and the presiding officer of the standing
 2-1     committee in each house of the legislature with primary
 2-2     jurisdiction over public education.
 2-3           SECTION 2.  This Act takes effect immediately if it receives
 2-4     a vote of two-thirds of all the members elected to each house, as
 2-5     provided by Section 39, Article III, Texas Constitution.  If this
 2-6     Act does not receive the vote necessary for immediate effect, this
 2-7     Act takes effect September 1, 2001.
