                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the financial disclosure requirements for county
 1-3     officers and candidates for county office.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1. Section 159.005, Local Government Code, is amended
 1-6     to read as follows:
 1-7           Sec. 159.005.  PREPARATION OF FORMS. [(a)] The county clerk
 1-8     may:
 1-9                 (1)  design a form to be used for filing the financial
1-10     statement required by this subchapter; or
1-11                 (2)  require that a form designed by the Texas Ethics
1-12     Commission under Chapter 572, Government Code, be used for filing
1-13     the financial statement.
1-14           [(b)  The county clerk shall mail two copies of the form to
1-15     each person required to file under this subchapter within the time
1-16     prescribed by Section 572.030(c), Government Code.]
1-17           SECTION 2.  Section 159.008(c), Local Government Code, is
1-18     repealed.
1-19           SECTION 3. This Act takes effect September 1, 2001.
1-20           SECTION 4. (a)  The change in law made by the repeal of
1-21     Section 159.008(c), Local Government Code, as provided by Section 2
1-22     of this Act, applies only to an offense committed on or after the
1-23     effective date of this Act.  For purposes of this section, an
1-24     offense is committed before the effective date of this Act if any
 2-1     element of the offense occurs before that date.
 2-2           (b)  An offense committed before the effective date of this
 2-3     Act is governed by the law in effect when the offense was
 2-4     committed, and the former law is continued in effect for that
 2-5     purpose.
