                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to use of intelligent transportation systems at certain
 1-3     transportation facilities.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1. Subchapter H, Chapter 201, Transportation Code, is
 1-6     amended by adding Section 201.614 to read as follows:
 1-7           Sec. 201.614.  INTELLIGENT TRANSPORTATION SYSTEMS. (a)  The
 1-8     department shall study the feasibility of use of Intelligent
 1-9     Transportation Systems for Commercial Vehicle Operations (ITS/CVO)
1-10     at international bridges, other appropriate locations at ports of
1-11     entry from Mexico, and vehicle weight facilities operated by the
1-12     state. The study must include an analysis of the costs and benefits
1-13     of use of the systems, including the costs of any necessary
1-14     infrastructure improvements and of maintenance of the systems. In
1-15     conducting the study, the department shall consult with customs
1-16     brokers, freight forwarders, and domestic and Mexican motor
1-17     carriers.
1-18           (b)  To the extent the department considers appropriate based
1-19     on the results of the study, the department shall implement the use
1-20     of Intelligent Transportation Systems for Commercial Vehicle
1-21     Operations (ITS/CVO). The department shall coordinate with
1-22     transportation officials of other jurisdictions to develop
1-23     interoperability standards for the systems.
1-24           SECTION 2. This Act takes effect September 1, 2001.
