                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the administration of retirement systems for paid,
 1-3     partly paid, or volunteer fire fighters.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1. Section 21(f), Texas Local Fire Fighters
 1-6     Retirement Act (Article 6243e, Vernon's Texas Civil Statutes), is
 1-7     repealed.
 1-8           SECTION 2.  Section 21A, Texas Local Fire Fighters Retirement
 1-9     Act (Article 6243e, Vernon's Texas Civil Statutes), is amended by
1-10     amending Subsections (f) and (g) and adding Subsection (h) to read
1-11     as follows:
1-12           (f)  The fire fighters' pension commissioner shall hear
1-13     appeals as provided by this Act and may examine the records and
1-14     accounts of boards of trustees established under this Act and adopt
1-15     rules and prescribe forms for the administration of this Act and
1-16     shall classify and coordinate the reports of the various boards of
1-17     trustees and shall verify any and all applications of the boards of
1-18     trustees.
1-19           (g)  The fire fighters' pension commissioner shall file
1-20     annually with the governor and the presiding officer of each house
1-21     of the legislature a complete and detailed written report
1-22     accounting for all funds received and disbursed by the commissioner
1-23     during the preceding fiscal year, other than funds of the Fire
1-24     Fighters' Relief and Retirement Fund established under the Texas
 2-1     Statewide Volunteer Fire Fighters Retirement Act (Article 6243e.3,
 2-2     Vernon's Texas Civil Statutes).  The annual report must be in the
 2-3     form and reported in the time provided by the General
 2-4     Appropriations Act.
 2-5           (h) [(g)]  The fire fighters' pension commissioner shall
 2-6     prepare and maintain a written plan that describes how a person who
 2-7     does not speak English or who has a physical, mental, or
 2-8     developmental disability can be provided reasonable access to the
 2-9     programs administered by the commissioner.
2-10           SECTION 3.  This Act takes effect September 1, 2001.
