 1-7                            A BILL TO BE ENTITLED
 1-8                                   AN ACT
 1-9     relating to the development of a United States air defense museum
1-10     at Fort Bliss.
1-11           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-12           SECTION 1. Chapter 442, Government Code, is amended by adding
1-13     Section 442.0087 to read as follows:
1-14           Sec. 442.0087.  FORT BLISS MUSEUM AND STUDY CENTER.  (a)  The
1-15     commission may assist Fort Bliss Military Reservation in El Paso in
1-16     the establishment and operation at Fort Bliss of a museum and study
1-17     center devoted to the history of the United States air defense
1-18     system.
1-19           (b)  To accomplish the purposes of this section, the
1-20     commission may:
1-21                 (1)  seek and accept gifts, grants, and donations of
1-22     funds or property from public and private sources, including
1-23     seeking available federal funds; and
1-24                 (2)  contribute funds appropriated to the commission
1-25     for the purpose.
1-26           (c)  The commission may provide assistance and contribute
1-27     funds under this section only if the commission receives
1-28     appropriate assurances that, subject to the security requirements
1-29     of the military reservation, the museum and study center will be
1-30     open for use by the general public.
1-31           SECTION 2.  This Act takes effect immediately if it receives
1-32     a vote of two-thirds of all the members elected to each house, as
1-33     provided by Section 39, Article III, Texas Constitution.  If this
1-34     Act does not receive the vote necessary for immediate effect, this
1-35     Act takes effect September 1, 2001.
