 1-6                            A BILL TO BE ENTITLED
 1-7                                   AN ACT
 1-8     relating to the mission of Texas Southern University.
 1-9           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-10           SECTION 1. Section 106.02, Education Code, is amended to read
1-11     as follows:
1-12           Sec. 106.02.  PURPOSE OF THE UNIVERSITY. In addition to its
1-13     designation as a statewide general purpose institution of higher
1-14     education [providing other general academic and related programs],
1-15     Texas Southern University is designated as a special purpose
1-16     institution of higher education for urban programming and shall
1-17     provide instruction, research, programs, and services as are
1-18     appropriate to this designation.
1-19           SECTION 2.  This Act takes effect immediately if it receives
1-20     a vote of two-thirds of all the members elected to each house, as
1-21     provided by Section 39, Article III, Texas Constitution.  If this
1-22     Act does not receive the vote necessary for immediate effect, this
1-23     Act takes effect September 1, 2001.
