No. 2144 1-2 (In the Senate - Received from the House April 23, 2001; 1-3 April 24, 2001, read first time and referred to Committee on 1-4 Natural Resources; May 11, 2001, reported favorably by the 1-5 following vote: Yeas 7, Nays 0; May 11, 2001, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to certain purchases by the General Land Office. 1-9 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-10 SECTION 1. Subchapter C, Chapter 2155, Government Code, is 1-11 amended by adding Section 2155.147 to read as follows: 1-12 Sec. 2155.147. CERTAIN PURCHASES BY GENERAL LAND OFFICE. (a) 1-13 The General Land Office is delegated all purchasing functions 1-14 relating to purchases under Section 33.603, Natural Resources Code, 1-15 including coastal erosion studies, demonstration studies, and 1-16 response projects. 1-17 (b) The General Land Office shall acquire goods and services 1-18 by any procurement method that provides the best value to the land 1-19 office. The land office shall consider the best value standards 1-20 provided by Section 2155.074. 1-21 (c) The commission shall procure goods and services for the 1-22 General Land Office at the request of the land office, and the land 1-23 office may use the services of the commission in procuring goods 1-24 and services. 1-25 SECTION 2. This Act takes effect immediately if it receives 1-26 a vote of two-thirds of all the members elected to each house, as 1-27 provided by Section 39, Article III, Texas Constitution. If this 1-28 Act does not receive the vote necessary for immediate effect, this 1-29 Act takes effect September 1, 2001. 1-30 * * * * *
