                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the procurement powers of certain navigation districts
 1-3     and port authorities.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter N, Chapter 60, Water Code, is amended
 1-6     by adding Section 60.4125 to read as follows:
 1-7           Sec. 60.4125.  ALTERNATIVE METHODS FOR CERTAIN PURCHASES OR
 1-8     CONTRACTS.  Notwithstanding the other provisions of this subchapter
 1-9     or any other law, a district or port authority may make a purchase
1-10     or enter into a  contract valued at $25,000 or more  by any method
1-11     available to a school district under Subchapter B, Chapter 44,
1-12     Education Code, that, in the opinion of the port commission,
1-13     provides the best value to the district or port authority.
1-14           SECTION 2.  This Act takes effect immediately if it receives
1-15     a vote of two-thirds of all the members elected to each house, as
1-16     provided by Section 39, Article III, Texas Constitution.  If this
1-17     Act does not receive the vote necessary for immediate effect, this
1-18     Act takes effect September 1, 2001.
