                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the basic health care services a county is required to
 1-3     provide to indigent county residents.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1. Section 61.028(a), Health and Safety Code, is
 1-6     amended to read as follows:
 1-7           (a)  A county shall, in accordance with department rules
 1-8     adopted under Section 61.006, provide the following basic health
 1-9     care services:
1-10                 (1)  primary and preventative services designed to meet
1-11     the needs of the community, including:
1-12                       (A)  immunizations;
1-13                       (B)  medical screening services; and
1-14                       (C)  annual physical examinations;
1-15                 (2)  inpatient and outpatient hospital services;
1-16                 (3)  rural health clinics;
1-17                 (4)  laboratory and X-ray services;
1-18                 (5)  family planning services;
1-19                 (6)  physician services;
1-20                 (7)  payment for not more than three prescription drugs
1-21     a month; [and]
1-22                 (8)  skilled nursing facility services, regardless of
1-23     the patient's age; and
1-24                 (9)  transportation during health care emergencies from
 2-1     rural areas to hospital emergency rooms, provided by an emergency
 2-2     medical services provider licensed under Chapter 773.
 2-3           SECTION 2. This Act takes effect September 1, 2001.
