1-1                                   AN ACT
 1-2     relating to the distribution of federal funds made available to
 1-3     assist the state in the administration of elections.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1. Subchapter A, Chapter 31, Election Code, is
 1-6     amended by adding Section 31.009 to read as follows:
 1-7           Sec. 31.009.  DISTRIBUTION OF FEDERAL FUNDS. (a)  If federal
 1-8     funds are made available to assist the state in the administration
 1-9     of elections, including assistance for the phasing out or
1-10     prohibition of the use of punch-card ballot voting systems in this
1-11     state, the secretary of state shall administer and distribute the
1-12     funds as appropriate to most effectively facilitate the purposes
1-13     for which the funds are made available.
1-14           (b)  The secretary of state shall prescribe any necessary
1-15     rules and take any appropriate action to implement this section.
1-16           SECTION 2. The importance of this legislation and the crowded
1-17     condition of the calendars in both houses create an emergency and
1-18     an imperative public necessity that the constitutional rule
1-19     requiring bills to be read on three several days in each house be
1-20     suspended, and this rule is hereby suspended, and that this Act
1-21     take effect and be in force from and after its passage, and it is
1-22     so enacted.
