No. 2336 1-2 (In the Senate - Received from the House May 2, 2001; 1-3 May 3, 2001, read first time and referred to Committee on State 1-4 Affairs; May 8, 2001, reported favorably by the following vote: 1-5 Yeas 7, Nays 0; May 8, 2001, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to the distribution of federal funds made available to 1-9 assist the state in the administration of elections. 1-10 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-11 SECTION 1. Subchapter A, Chapter 31, Election Code, is 1-12 amended by adding Section 31.009 to read as follows: 1-13 Sec. 31.009. DISTRIBUTION OF FEDERAL FUNDS. (a) If federal 1-14 funds are made available to assist the state in the administration 1-15 of elections, including assistance for the phasing out or 1-16 prohibition of the use of punch-card ballot voting systems in this 1-17 state, the secretary of state shall administer and distribute the 1-18 funds as appropriate to most effectively facilitate the purposes 1-19 for which the funds are made available. 1-20 (b) The secretary of state shall prescribe any necessary 1-21 rules and take any appropriate action to implement this section. 1-22 SECTION 2. The importance of this legislation and the crowded 1-23 condition of the calendars in both houses create an emergency and 1-24 an imperative public necessity that the constitutional rule 1-25 requiring bills to be read on three several days in each house be 1-26 suspended, and this rule is hereby suspended, and that this Act 1-27 take effect and be in force from and after its passage, and it is 1-28 so enacted. 1-29 * * * * *
