                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to funding to enable Prairie View A&M University to
 1-3     qualify for agricultural research, extension, and education
 1-4     matching funds, including federal agricultural research and
 1-5     extension formula funds.
 1-6           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-7           SECTION 1.  Subchapter C, Chapter 61, Education Code, is
 1-8     amended by adding Section 61.0596 to read as follows:
 1-9           Sec. 61.0596.  STATE FUNDING TO MATCH FEDERAL FORMULA FUNDS
1-10     FOR AGRICULTURAL RESEARCH AND EXTENSION OR OTHER NONSTATE FUNDS.
1-11     The board shall include in the formulas established under Section
1-12     61.059 applicable to Prairie View A&M University:
1-13                 (1)  an amount equal to the amount of nonfederal
1-14     matching funds required in each state fiscal year to enable
1-15     agricultural research and extension programs at the university to
1-16     meet the matching fund requirement to receive the maximum amount of
1-17     federal formula funds available under Section 1449(c), National
1-18     Agricultural Research, Extension, and Teaching Policy Act of 1977
1-19     (7 U.S.C. Section 3222d); and
1-20                 (2)  an additional amount equal to 10 percent of the
1-21     amount described by Subdivision (1) to enable programs at the
1-22     university conducting agricultural research, extension, education,
1-23     or other qualifying activities to qualify for additional federal
1-24     funds that become available under Section 1449(f), National
 2-1     Agricultural Research, Extension, and Teaching Policy Act of 1977
 2-2     (7 U.S.C. Section 3222d), or for matching agricultural research,
 2-3     extension, or education funds from any other federal program or
 2-4     from any source not funded from revenue of this state.
 2-5           SECTION 2.  This Act takes effect immediately if it receives
 2-6     a vote of two-thirds of all the members elected to each house, as
 2-7     provided by Section 39, Article III, Texas Constitution.  If this
 2-8     Act does not receive the vote necessary for immediate effect, this
 2-9     Act takes effect September 1, 2001.
