No. 2420 A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to the establishment of a pilot program to extend Medicaid 1-3 coverage to certain low-income parents of children receiving 1-4 Medicaid. 1-5 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-6 SECTION 1. PILOT PROGRAM TO EXTEND MEDICAID COVERAGE TO 1-7 PARENTS OF CHILDREN RECEIVING MEDICAID. (a) The Health and Human 1-8 Services Commission by rule shall develop and implement a pilot 1-9 program in accordance with 42 U.S.C. Section 1396u-1(b)(2), as 1-10 amended, to provide medical assistance under the state Medicaid 1-11 program to a low-income individual who: 1-12 (1) is the parent of a child receiving that 1-13 assistance; and 1-14 (2) is not otherwise eligible for that assistance. 1-15 (b) The commission shall implement the pilot program in two 1-16 counties, one with a population of 29,000 or less and the other 1-17 with a population of 37,000 or less. 1-18 SECTION 2. REPORT. Not later than December 1, 2002, the 1-19 Health and Human Services Commission shall submit a report to the 1-20 legislature regarding the effectiveness, including the 1-21 cost-effectiveness, of the pilot program established under Section 1-22 1 of this Act. The report must include: 1-23 (1) the effect of the pilot program on the enrollment 1-24 of children in the state Medicaid program; and 2-1 (2) recommendations regarding elimination, 2-2 continuation, or expansion of the pilot program. 2-3 SECTION 3. WAIVER. If before implementing Section 1 of this 2-4 Act, the Health and Human Services Commission determines that a 2-5 waiver or authorization from a federal agency is necessary for 2-6 implementation, the commission shall request the waiver or 2-7 authorization and may delay implementing this Act until the waiver 2-8 or authorization is granted. 2-9 SECTION 4. EFFECTIVE AND EXPIRATION DATES. (a) This Act 2-10 takes effect September 1, 2001. 2-11 (b) This Act expires September 1, 2003.
