No. 2510 A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to the establishment of a diabetes research center at a 1-3 regional academic health center of the Texas Tech University Health 1-4 Sciences Center. 1-5 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-6 SECTION 1. Chapter 110, Education Code, is amended by adding 1-7 Section 110.15 to read as follows: 1-8 Sec. 110.15. TEXAS TECH DIABETES RESEARCH CENTER. (a) In 1-9 this section: 1-10 (1) "Board" means the board of regents of the Texas 1-11 Tech University System. 1-12 (2) "Center" means the Texas Tech Diabetes Research 1-13 Center. 1-14 (b) The board shall establish the Texas Tech Diabetes 1-15 Research Center for purposes of researching issues related to: 1-16 (1) diabetes; and 1-17 (2) conditions associated with that disease. 1-18 (c) The organization, control, and management of the center 1-19 are vested in the board. 1-20 (d) The board shall approve the employment of personnel by 1-21 and the operating budget of the center. An employee of the center 1-22 is an employee of the Texas Tech University System. 1-23 (e) The board shall select a site for the center at the 1-24 regional academic health center of the Texas Tech University Health 2-1 Sciences Center located in El Paso. 2-2 (f) The center may enter into an agreement or may cooperate 2-3 with a public or private entity to perform the research functions 2-4 of the center. 2-5 (g) The board may solicit, accept, and administer gifts and 2-6 grants from any public or private source for the use and benefit of 2-7 the center. 2-8 SECTION 2. The board of regents of the Texas Tech University 2-9 System shall establish the Texas Tech Diabetes Research Center as 2-10 provided by Section 110.15, Education Code, as added by this Act, 2-11 not later than January 1, 2003. 2-12 SECTION 3. This Act takes effect immediately if it receives 2-13 a vote of two-thirds of all the members elected to each house, as 2-14 provided by Section 39, Article III, Texas Constitution. If this 2-15 Act does not receive the vote necessary for immediate effect, this 2-16 Act takes effect September 1, 2001.
