No. 2543 1-2 (Senate Sponsor - Duncan) 1-3 (In the Senate - Received from the House May 2, 2001; 1-4 May 3, 2001, read first time and referred to Committee on Health 1-5 and Human Services; May 8, 2001, reported favorably by the 1-6 following vote: Yeas 8, Nays 0; May 8, 2001, sent to printer.) 1-7 A BILL TO BE ENTITLED 1-8 AN ACT 1-9 relating to the establishment of a pilot program to provide 1-10 child-care intervention services for certain children with severe 1-11 behavioral problems. 1-12 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-13 SECTION 1. Subchapter C, Chapter 40, Human Resources Code, is 1-14 amended by adding Section 40.071 to read as follows: 1-15 Sec. 40.071. CHILD-CARE INTERVENTION PILOT PROGRAM. (a) 1-16 Subject to available funding, the department shall develop and 1-17 implement a pilot program under which the department awards grants 1-18 to or contracts with community-based organizations experienced in 1-19 parenting skills training to provide child-care intervention 1-20 services to: 1-21 (1) parents of children who are at least 18 months of 1-22 age but not more than five years of age and who are identified as 1-23 exhibiting severe behavioral problems in a child-care environment; 1-24 and 1-25 (2) child-care facilities, as defined by Section 1-26 42.002, providing care for children described by Subdivision (1). 1-27 (b) An organization awarded a grant or with which the 1-28 department contracts under the pilot program shall: 1-29 (1) contract with child-care facilities to provide 1-30 care for children described by Subsection (a); and 1-31 (2) ensure that the organization has procedures by 1-32 which it refers each child suspected of having a disability to an 1-33 appropriate early childhood intervention or special education 1-34 program. 1-35 (c) Child-care intervention services provided by an 1-36 organization awarded a grant or with which the department contracts 1-37 under the pilot program must include: 1-38 (1) integrated family services for parents of children 1-39 described by Subsection (a) requiring parental participation and 1-40 parenting skills training, including training in positive parenting 1-41 and behavioral intervention techniques, that are designed to 1-42 minimize child-care disruptions and loss of child-care options; and 1-43 (2) specialized training in behavioral intervention 1-44 techniques for child-care facilities with which the organization 1-45 contracts under Subsection (b)(1). 1-46 (d) Not later than December 1, 2002, the department shall 1-47 submit to the legislature a report concerning the effectiveness of 1-48 the pilot program. 1-49 (e) This section expires September 1, 2003. 1-50 SECTION 2.
