                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to application procedures under adult education programs
 1-3     administered by the Texas Education Agency.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1. Section 29.252, Education Code, is amended by
 1-6     adding Subsection (c) to read as follows:
 1-7           (c)  The agency shall develop and by rule adopt an
 1-8     application form to be used by persons seeking agency approval to
 1-9     provide adult education programs under this subchapter.  The agency
1-10     shall consult with adult education program providers and other
1-11     affected persons in designing the application to ensure that the
1-12     application is designed for the convenience of an applicant and
1-13     requires only concise and specific information necessary to
1-14     determine the qualifications of an applicant.  The agency shall
1-15     solicit comments and recommendations related to the effectiveness
1-16     of the application process from adult education program providers.
1-17           SECTION 2.  This Act takes effect immediately if it receives
1-18     a vote of two-thirds of all the members elected to each house, as
1-19     provided by Section 39, Article III, Texas Constitution.  If this
1-20     Act does not receive the vote necessary for immediate effect, this
1-21     Act takes effect September 1, 2001.
