No. 2593 1-2 (In the Senate - Received from the House May 7, 2001; 1-3 May 7, 2001, read first time and referred to Committee on Business 1-4 and Commerce; May 11, 2001, reported favorably by the following 1-5 vote: Yeas 5, Nays 0; May 11, 2001, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to the establishment of a pilot program by the Texas 1-9 Workforce Commission for technology training for certain persons. 1-10 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-11 SECTION 1. Subchapter D, Chapter 301, Labor Code, is amended 1-12 by adding Section 301.0674 to read as follows: 1-13 Sec. 301.0674. PILOT PROGRAM: TECHNOLOGY TRAINING. (a) The 1-14 commission by rule may establish and implement a pilot program 1-15 under which the commission may provide or, through competitive 1-16 grants, contract with other persons to provide adult technology 1-17 training for residents of the state who: 1-18 (1) are first-generation citizens of the United 1-19 States; or 1-20 (2) are displaced workers as a result of the North 1-21 American Free Trade Agreement (NAFTA) or other changes in the state 1-22 economy. 1-23 (b) The pilot program under this section may be established 1-24 to provide training in an urban community, a rural community, and a 1-25 community in the region of the state that borders the United 1-26 Mexican States. 1-27 (c) The commission may obtain funds for the pilot program 1-28 under this section, to the extent possible, from the 1-29 telecommunications infrastructure fund, the federal government, and 1-30 private corporate partners. 1-31 (d) Not later than December 1 of each year, the commission 1-32 may submit a report to the governor and the members of the 1-33 legislature regarding the status and results of the pilot program. 1-34 (e) This section expires September 1, 2005. 1-35 SECTION 2.
