                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the duties and powers of the Southmost Regional Water
 1-3     Authority.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1. Chapter 511, Acts of the 67th Legislature, Regular
 1-6     Session, 1981, is amended by adding Section 18A to read as follows:
 1-7           Sec. 18A. (a)  The authority has all of the rights, powers,
 1-8     privileges, authority, functions, and duties provided by Subchapter
 1-9     D, Chapter 36, Water Code, within the boundaries of the authority
1-10     and, except as provided by Subsection (b), within the territory
1-11     that is not within the authority's boundaries and that is located
1-12     in that portion of Cameron County that is south of the southern
1-13     right-of-way for U.S. Highway 77/83 and Texas Highway 100, this
1-14     territory being described as follows:
1-15     beginning at the intersection of southern right-of-way for U.S.
1-16     Highway 83 and the boundary between Cameron and Hidalgo counties,
1-17     then in an easterly and southerly direction along the southern
1-18     right-of-way for U.S. Highway 83 and then U.S. Highway 77/83 to the
1-19     intersection of U.S. Highway 77/83 and Texas Highway 100, then east
1-20     following the southern right-of-way for Highway 100 to the
1-21     intersection with the Laguna Madre, then south following the
1-22     eastern shore of the Laguna Madre, South Bay, and the Gulf of
1-23     Mexico to the intersection with the boundary of Cameron County,
1-24     then following the boundary line of Cameron County along the Rio
 2-1     Grande River in a westerly and northerly direction to the Cameron
 2-2     and Hidalgo County line, thence in a northerly direction along
 2-3     county line to the point of beginning.
 2-4           (b)  The territory within the corporate limits and
 2-5     extraterritorial jurisdiction for subdivision plat approval of any
 2-6     municipality that is not a member of the authority is excluded from
 2-7     territory in which the authority may exercise its powers under this
 2-8     section unless that territory is within the boundaries of the
 2-9     authority.
2-10           SECTION 2.  This Act takes effect immediately if it receives
2-11     a vote of two-thirds of all the members elected to each house, as
2-12     provided by Section 39, Article III, Texas Constitution.  If this
2-13     Act does not receive the vote necessary for immediate effect, this
2-14     Act takes effect September 1, 2001.
