                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the collection and assessment of certain information by
 1-3     the Texas Workforce Commission.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1. Subchapter A, Chapter 302, Labor Code, is amended
 1-6     by adding Section 302.0045 to read as follows:
 1-7           Sec. 302.0045.  COLLECTION OF STATE AND LOCAL INFORMATION.
 1-8     (a)  The commission shall collect state and local information
 1-9     relating to the workforce development services provided in this
1-10     state.  The commission shall assess the information collected and
1-11     evaluate the effectiveness of the services, with particular
1-12     emphasis on the extent to which local workforce development boards
1-13     are spending money allocated to the boards on quality programs.
1-14           (b)  In performing its duties under this section, the
1-15     commission shall report to the legislature and other interested
1-16     persons on local programs and services that show promise in
1-17     expanding access to quality early education.
1-18           SECTION 2.  This Act takes effect immediately if it receives
1-19     a vote of two-thirds of all the members elected to each house, as
1-20     provided by Section 39, Article III, Texas Constitution.  If this
1-21     Act does not receive the vote necessary for immediate effect, this
1-22     Act takes effect September 1, 2001.
