                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to requiring state agencies to use Texas Online.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1. Subchapter F, Chapter 2054, Government Code, is
 1-5     amended by adding Section 2054.111 to read as follows:
 1-6           Sec. 2054.111.  USE OF COMMON ELECTRONIC SYSTEM FOR
 1-7     TRANSACTIONS BETWEEN STATE AGENCIES AND MEMBERS OF THE PUBLIC. A
 1-8     state agency shall use the common electronic system established by
 1-9     Section 2054.062, or its successor statute or system, for all
1-10     agency services and functions provided to the public through the
1-11     Internet, including:
1-12                 (1)  financial transactions;
1-13                 (2)  applications for licenses, permits, registrations,
1-14     and other related documents from the public;
1-15                 (3)  electronic procurement;
1-16                 (4)  electronic reporting;
1-17                 (5)  digital signatures; and
1-18                 (6)  any other service or function that the department
1-19     determines is appropriate.
1-20           SECTION 2.  This Act takes effect immediately if it receives
1-21     a vote of two-thirds of all the members elected to each house, as
1-22     provided by Section 39, Article III, Texas Constitution.  If this
1-23     Act does not receive the vote necessary for immediate effect, this
1-24     Act takes effect September 1, 2001.
