                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to requiring the Texas Workforce Commission to assist the
 1-3     Texas National Guard in the implementation of certain youth
 1-4     job-training and mentoring programs.
 1-5           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-6           SECTION 1. Section 302.021, Labor Code, is amended by adding
 1-7     Subsection (e) to read as follows:
 1-8           (e)  To the extent permitted under federal law, the division
 1-9     shall coordinate the implementation of the Texas National Guard's
1-10     youth About Face programs through local workforce development
1-11     boards.
1-12           SECTION 2. Section 2308.312, Government Code, is amended by
1-13     adding Subsection (d) to read as follows:
1-14           (d)  Each center shall, in cooperation with the Texas
1-15     National Guard, implement the Texas National Guard's youth About
1-16     Face programs by:
1-17                 (1)  acting as fiscal agent for activities under the
1-18     programs;
1-19                 (2)  determining eligibility for participation in the
1-20     programs and referring eligible individuals to the Texas National
1-21     Guard for participation in the programs; and
1-22                 (3)  processing reports required by the programs.
1-23           SECTION 3.  This Act takes effect immediately if it receives
1-24     a vote of two-thirds of all the members elected to each house, as
 2-1     provided by Section 39, Article III, Texas Constitution.  If this
 2-2     Act does not receive the vote necessary for immediate effect, this
 2-3     Act takes effect September 1, 2001.
