No. 2786 1-2 (In the Senate - Received from the House May 11, 2001; 1-3 May 11, 2001, read first time and referred to Committee on Business 1-4 and Commerce; May 11, 2001, reported favorably by the following 1-5 vote: Yeas 4, Nays 0; May 11, 2001, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to requiring the Texas Workforce Commission to assist the 1-9 Texas National Guard in the implementation of certain youth 1-10 job-training and mentoring programs. 1-11 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-12 SECTION 1. Section 302.021, Labor Code, is amended by adding 1-13 Subsection (e) to read as follows: 1-14 (e) To the extent permitted under federal law, the division 1-15 shall coordinate the implementation of the Texas National Guard's 1-16 youth About Face programs through local workforce development 1-17 boards. 1-18 SECTION 2. Section 2308.312, Government Code, is amended by 1-19 adding Subsection (d) to read as follows: 1-20 (d) Each center shall, in cooperation with the Texas 1-21 National Guard, implement the Texas National Guard's youth About 1-22 Face programs by: 1-23 (1) acting as fiscal agent for activities under the 1-24 programs; 1-25 (2) determining eligibility for participation in the 1-26 programs and referring eligible individuals to the Texas National 1-27 Guard for participation in the programs; and 1-28 (3) processing reports required by the programs. 1-29 SECTION 3. This Act takes effect immediately if it receives 1-30 a vote of two-thirds of all the members elected to each house, as 1-31 provided by Section 39, Article III, Texas Constitution. If this 1-32 Act does not receive the vote necessary for immediate effect, this 1-33 Act takes effect September 1, 2001. 1-34 * * * * *
