 1-6                            A BILL TO BE ENTITLED
 1-7                                   AN ACT
 1-8     relating to a partnership between Texas A&M University--Texarkana
 1-9     and Texarkana College District.
1-10           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-11           SECTION 1. Section 87.571, Education Code, is amended to read
1-12     as follows:
1-13           Sec. 87.571.  ESTABLISHMENT; POWERS AND DUTIES. (a)  Texas
1-14     A&M University--Texarkana [East Texas State University at
1-15     Texarkana] is a coeducational upper-level institution of higher
1-16     education located in the City of Texarkana.  The university is a
1-17     component of The Texas A&M University System and is under the
1-18     management and control of the board of regents of The Texas A&M
1-19     University System.
1-20           (b)  The board has the same powers and duties concerning the
1-21     university as are conferred on the board by law concerning Texas
1-22     A&M University, except that the university may not offer freshman
1-23     or sophomore programs.
1-24           (c)  The university may enter into a partnership agreement
1-25     with the Texarkana College District in the manner authorized by
1-26     Subchapter N, Chapter 51.
1-27           (d)  A student enrolled at Texarkana College may be
1-28     simultaneously enrolled at the university as long as the student
1-29     meets the requirements for enrollment at the university.
1-30           SECTION 2.  This Act takes effect immediately if it receives
1-31     a vote of two-thirds of all the members elected to each house, as
1-32     provided by Section 39, Article III, Texas Constitution.  If this
1-33     Act does not receive the vote necessary for immediate effect, this
1-34     Act takes effect September 1, 2001.
