 1-8                                   AN ACT
 1-9     relating to requiring the secretary of state to establish a
1-10     toll-free telephone number for reporting abuses of voting rights.
1-11           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-12           SECTION 1. Subchapter A, Chapter 31, Election Code, is
1-13     amended by adding Section 31.0055 to read as follows:
1-14           Sec. 31.0055.  VOTING RIGHTS HOTLINE. (a)  The secretary of
1-15     state shall establish a toll-free telephone number to allow a
1-16     person to report an existing or potential abuse of voting rights.
1-17           (b)  A notice informing voters of the telephone number and
1-18     the purpose for the number shall be continuously posted in a
1-19     prominent location at each polling place during the early voting
1-20     period and on election day for each election held on a uniform
1-21     election date.  The secretary of state shall prescribe the form for
1-22     the notice under this subsection.
1-23           SECTION 2. (a)  This Act takes effect September 1, 2001.
1-24           (b)  The secretary of state shall establish a toll-free
1-25     telephone number and prescribe the form for the notice informing
1-26     voters about the number as required by Section 31.0055, Election
1-27     Code, as added by this Act, on or before November 1, 2001.
