                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the transferability of certain appropriations made to
 1-3     the Texas Natural Resource Conservation Commission.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter F, Chapter 5, Water Code is amended by
 1-6     adding Section 5.2351 as follows:
 1-7           Sec. 5.2351.  TRANSFERABILITY OF APPROPRIATIONS.
 1-8     Notwithstanding any law that provides specific purposes for which a
 1-9     fund, account, or revenue source may be used and expended by the
1-10     commission and that restricts the use of revenues and balances by
1-11     the commission, the commission may transfer a percentage of
1-12     appropriations from one appropriation item to another appropriation
1-13     item consistent with the intent of appropriations made in the
1-14     General Appropriations Act for any biennium authorizing the
1-15     commission to transfer a percentage of appropriations from one
1-16     appropriation item to another appropriation item.
1-17           SECTION 2.  This Act takes effect September 1, 2001.
