 1-6                            A BILL TO BE ENTITLED
 1-7                                   AN ACT
 1-8     relating to prevention and detection of fraud in hospital district
 1-9     funded indigent health care programs.
1-10           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-11           SECTION 1. Subchapter C, Chapter 61, Health and Safety Code,
1-12     is amended by adding Section 61.066 to read as follows:
1-13           Sec. 61.066.  PREVENTION AND DETECTION OF FRAUD. (a)  A
1-14     hospital district may adopt reasonable procedures for minimizing
1-15     the opportunity for fraud, for establishing and maintaining methods
1-16     for detecting and identifying situations in which a question of
1-17     fraud may exist, and for administrative hearings to be conducted on
1-18     disqualifying persons in cases where fraud appears to exist.
1-19           (b)  Procedures established by a hospital district for
1-20     administrative hearings conducted under this section shall provide
1-21     for appropriate due process, including procedures for appeals.
