                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the Texas Lottery Commission and the administration and
 1-3     operation of the state lottery.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1. Section 466.021(a), Government Code, is amended to
 1-6     read as follows:
 1-7           (a)  The executive director shall[, every two years,] employ
 1-8     an independent firm experienced in demographic analysis to conduct
 1-9     a demographic study of lottery players.  The study must be
1-10     conducted at least once each year and must include a study of the
1-11     income, age, sex, race, education, and frequency of participation
1-12     of players.
1-13           SECTION 2. Section 466.158(c), Government Code, is amended to
1-14     read as follows:
1-15           (c)  To renew a license, the [A] sales agent must file a
1-16     renewal application and pay the renewal fee before the [sales
1-17     agent's] license expires.
1-18           SECTION 3. Sections 466.402(b) and (c), Government Code, are
1-19     amended to read as follows:
1-20           (b)  The payment of a prize in an amount of $1,000 [$600] or
1-21     more may be made only by the director.
1-22           (c)  The director may authorize a sales agent to pay a prize
1-23     in an amount less than $1,000 [$600] after performing procedures to
1-24     validate the winning ticket as required by the director.  A prize
 2-1     paid under this subsection is not required to be paid by warrant on
 2-2     the state lottery account.
 2-3           SECTION 4. Section 467.028, Government Code, is amended to
 2-4     read as follows:
 2-5           Sec. 467.028.  OFFICES. The commission shall maintain its
 2-6     general office in the city of Austin.  The commission may also
 2-7     establish branch offices in this state.
 2-8           SECTION 5. This Act takes effect September 1, 2001.
