                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2       relating to the geographic districts of the courts of appeals.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1. Section 22.201, Government Code, is amended to
 1-5     read as follows:
 1-6           (a)  The state is divided into 14 courts of appeals districts
 1-7     with a court of appeals in each district.
 1-8           (b)  The First Court of Appeals District is composed of the
 1-9     counties of [Austin,] Brazoria, [Brazos, Burleson, Chambers,]
1-10     [Colorado,] Fort Bend, Galveston, [Grimes,] Harris, Montgomery,
1-11     [Trinity, Walker,] and Waller[, and Washington].
1-12           (c)  The Second Court of Appeals District is composed of the
1-13     counties of Archer, Clay, Cooke, Denton, Hood, Jack, Montague,
1-14     Parker, Tarrant, [Wichita,] Wise, and Young.
1-15           (d)  The Third Court of Appeals District is composed of the
1-16     counties of Austin, Bastrop, Bell, Blanco, Burleson, Burnet,
1-17     Caldwell, [Coke,] Colorado, Comal, [Concho,] Fayette, Hays,
1-18     [Irion,] Lampasas, Lee, Llano, McCulloch, Milam, Mills, Runnels,
1-19     San Saba, [Schleicher, Sterling, Tom Green,] Travis, Washington,
1-20     and Williamson.
1-21           (e)  The Fourth Court of Appeals District is composed of the
1-22     counties of Atascosa, Bandera, Bexar, [Brooks,] Dimmit, Duval,
1-23     Edwards, Frio, Gillespie, Guadalupe, Jim Hogg, [Jim Wells,] Karnes,
 2-1     Kendall, Kerr, Kimble, Kinney, LaSalle, McMullen, Mason, Maverick,
 2-2     Medina, Menard, Real, Schleicher, Starr, Sutton, Uvalde, [Val
 2-3     Verde,] Webb, Wilson, Zapata, and Zavala.
 2-4           (f)  The Fifth Court of Appeals District is composed of the
 2-5     counties of Collin, Dallas, [Grayson, Hunt, Kaufman,] and
 2-6     Rockwall[, and Van Zandt].
 2-7           (g)  The Sixth Court of Appeals District is composed of the
 2-8     counties of Bowie, Camp, Cass, Delta, Fannin, Franklin, Grayson,
 2-9     [Gregg,] Harrison, Hopkins, Hunt, Lamar, Marion, Morris, Panola,
2-10     Red River, Rusk, Titus, Upshur, and Wood.
2-11           (h)  The Seventh Court of Appeals District is composed of the
2-12     counties of Armstrong, Bailey, Briscoe, Carson, Castro, Childress,
2-13     Cochran, Collingsworth, Cottle, Crosby, Dallam, Deaf Smith,
2-14     Dickens, Donley, Floyd, Foard, Garza, Gray, Hale, Hall, Hansford,
2-15     Hardeman, Hartley, Hemphill, Hockley, Hutchinson, Kent, King, Lamb,
2-16     Lipscomb, Lubbock, Lynn, Moore, Motley, Ochiltree, Oldham, Parmer,
2-17     Potter, Randall, Roberts, Sherman, Swisher, Terry, Wichita,
2-18     Wilbarger, Wheeler, and Yoakum.
2-19           (i)  The Eighth Court of Appeals District is composed of the
2-20     counties of Andrews, Brewster, Crane, Crockett, Culberson, Ector,
2-21     the counties of Aransas, Bee, Brooks, Calhoun, Cameron, DeWitt,
2-22     Goliad, Gonzales, Hidalgo, Jackson, Jim Wells, Kenedy, Kleberg,
2-23     Lavaca, Live Oak, Matagorda, Nueces, Refugio, San Patricio,
2-24     Victoria, Wharton, and Willacy.
2-25           (o)  The Fourteenth Court of Appeals District is composed of
2-26     the counties of [Austin,] Brazoria, [Brazos, Burleson, Chambers,]
 3-1     [Colorado,] Fort Bend, Galveston, [Grimes,] Harris, Montgomery,
 3-2     [Trinity, Walker,] and Waller[, and Washington].
 3-3           SECTION 2.  Each court of appeals shall have continuing
 3-4     jurisdiction and authority to issue a binding opinion on appeals
 3-5     filed with the court before the effective date of this act.
 3-6           SECTION 3.  The geographic jurisdiction of each court of
 3-7     appeals shall be used for the 2002 primary and general elections
 3-8     and for any appointments made on or after September 1, 2001.
 3-9           SECTION 4.  This Act takes effect September 1, 2001.
