                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to authorizing certain bingo games involving more than one
 1-3     organization that is licensed to conduct bingo games.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1. Subchapter I, Occupations Code, is amended by
 1-6     adding Section 2001.4075 to read as follows:
 1-7           Sec. 2001.4075.  MULTIORGANIZATION BINGO. (a)  Two or more
 1-8     licensed authorized organizations that are licensed to conduct
 1-9     bingo at the same premises may conduct one or more
1-10     multiorganization bingo games in which each organization
1-11     participates using an automated bingo service approved by the
1-12     commission that tracks and registers all game cards from sale
1-13     through game play.
1-14           (b)  Each licensed organization that participates in a
1-15     multiorganization game under this section is responsible for its
1-16     own bingo card sales and operating costs without regard to which
1-17     organization conducts the bingo game.
1-18           SECTION 2. Section 2001.411, Occupations Code, is amended by
1-19     adding Subsection (e) to read as follows:
1-20           (e)  A person who otherwise qualifies to conduct a bingo game
1-21     may conduct a bingo game for a licensed authorized organization
1-22     other than a licensed authorized organization of which the person
1-23     is a member if the organization for which the person is conducting
1-24     bingo is conducting a multiorganization bingo game authorized by
 2-1     Section 2001.4075 in which the organization of which the person is
 2-2     a member is participating.
 2-3           SECTION 3. Section 2001.414(b),  Occupations Code, is amended
 2-4     to read as follows:
 2-5           (b)  An organization conducting bingo must record on a cash
 2-6     register or using an automated bingo service approved for use in
 2-7     multiorganization bingo games under Section 2001.4075 all
 2-8     transactions for which it receives bingo gross receipts in
 2-9     conformance with commission rules relating to transaction recording
2-10     specifications.
2-11           SECTION 4. Section 2001.419, Occupations Code, is amended by
2-12     adding Subsection (f) to read as follows:
2-13           (f)  A multiorganization bingo game conducted under Section
2-14     2001.4075 may be conducted during the authorized bingo occasions of
2-15     each licensed authorized organization participating in the game.
2-16           SECTION 5. Section 2001.420, Occupations Code, is amended by
2-17     adding Subsection (d) to read as follows:
2-18           (d)  Licensed authorized organizations that participate in a
2-19     multiorganization bingo game under Section 2001.4075 may aggregate
2-20     all or a portion of the prize amounts permitted under Subsections
2-21     (a)  and (b) for each organization for a bingo prize to be awarded
2-22     in the multiorganization game.
2-23           SECTION 6. Section 2001.452, Occupations Code, is amended by
2-24     amending Subsection (a)  and adding Subsection (d) to read as
2-25     follows:
2-26           (a)  Except as provided by Subsection (d), funds [Funds] from
2-27     the bingo account must be withdrawn by preprinted, consecutively
 3-1     numbered checks or withdrawal slips, signed by an authorized
 3-2     representative of the licensed authorized organization and made
 3-3     payable to a person. A check or withdrawal slip may not be made
 3-4     payable to "cash," "bearer," or a fictitious payee. The nature of
 3-5     the payment made must also be noted on the face of the check or
 3-6     withdrawal slip.
 3-7           (d)  A licensed organization that conducts a
 3-8     multiorganization bingo game under Section 2001.4075 may make
 3-9     payments from the bingo account by electronic transfer to the state
3-10     and to the system service provider.
3-11           SECTION 7. This Act takes effect September 1, 2001.
