                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the establishment of a program for the training of oil
 1-3     and gas extraction workers at Texas A&M International University.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter F, Chapter 87, Education Code, is
 1-6     amended by adding Section 87.505 to read as follows:
 1-7           Sec. 87.505.  TRAINING PROGRAM FOR OIL AND GAS EXTRACTION
 1-8     WORKERS.  (a)  The board of regents of The Texas A&M University
 1-9     System shall establish an educational, non-degree-granting program
1-10     at Texas A&M International University for the training of
1-11     professional and nonprofessional oil and gas extraction workers to
1-12     ensure the development of a skilled oil and gas extraction
1-13     workforce.
1-14           (b)  At the request of Texas A&M International University,
1-15     the Railroad Commission of Texas shall provide information to
1-16     assist the establishment of the program at the university.
1-17           (c)  The board of regents may solicit and accept gifts,
1-18     grants, and donations from any source to aid in the establishment,
1-19     maintenance, and operation of the program.
1-20           (d)  Texas A&M International University, from available
1-21     funds, may provide financial assistance to oil and gas extraction
1-22     workers participating in the program, including stipends,
1-23     scholarships, and reduced tuition.
1-24           SECTION 2.  (a)  This Act takes effect September 1, 2001.
 2-1           (b)  The  board of regents of The Texas A&M University System
 2-2     shall establish a training program for oil and gas extraction
 2-3     workers at Texas A&M International University as required by
 2-4     Section 87.505, Education Code, as added by this Act, not later
 2-5     than September 1, 2002.
