No. 3469 A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to establishing a medical school at Prairie View A&M 1-3 University. 1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-5 SECTION 1. Chapter 87, Education Code, is amended by adding 1-6 Subchapter K to read as follows: 1-7 SUBCHAPTER K. PRAIRIE VIEW A&M MEDICAL SCHOOL 1-8 Sec. 87.841. COMPONENT INSTITUTION. To provide for the 1-9 training and teaching of medical students and of medical and other 1-10 technicians in the practice of medicine, the board of regents of 1-11 The Texas A&M University System shall establish and maintain a 1-12 school of medicine as a component institution of The Texas A&M 1-13 University System to be known as Prairie View A&M Medical School. 1-14 Sec. 87.842. COURSES AND DEGREES; RULES. The board of 1-15 regents may prescribe courses leading to customary degrees offered 1-16 in other leading American medical schools and may award those 1-17 degrees and may make rules for the operation, control, and 1-18 management of the medical school, including rules regarding the 1-19 number of students to be admitted to a degree program, as may be 1-20 necessary for the conduct of a professional school of the first 1-21 class. 1-22 Sec. 87.843. GIFTS AND GRANTS. The board of regents may 1-23 accept and administer, on terms satisfactory to the board, gifts 1-24 and grants of property, including real property, or money from any 2-1 public or private person or entity for the use and benefit of the 2-2 medical school or for planning, establishing, or operating the 2-3 medical school. 2-4 Sec. 87.844. AFFILIATION AGREEMENTS; JOINT APPOINTMENTS. 2-5 (a) The board of regents may execute and carry out with any entity 2-6 or institution affiliation or coordinating agreements that are 2-7 necessary or desirable for the conduct and operation of a 2-8 professional school of the first class. 2-9 (b) The board of regents may make joint appointments in the 2-10 medical school and other institutions under the board's governance. 2-11 The salary of a person who receives a joint appointment shall be 2-12 apportioned to the appointing institutions on the basis of services 2-13 rendered. 2-14 SECTION 2. (a) Before establishing the medical school 2-15 required by Subchapter K, Chapter 87, Education Code, as added by 2-16 this Act, the board of regents of The Texas A&M University System 2-17 shall develop a plan for establishing the school that includes: 2-18 (1) a proposed budget for the school; 2-19 (2) requirements and sources of financial support for 2-20 the school; 2-21 (3) a timeline for establishing the school; 2-22 (4) provisions for classroom, laboratory, and clinical 2-23 instruction, including the establishment of or affiliation with one 2-24 or more teaching hospitals; 2-25 (5) provisions for libraries and other necessary 2-26 academic support; 2-27 (6) recommended curricular structure and locations of 3-1 instruction; and 3-2 (7) any other matters necessary to ensure that the 3-3 medical school will be conducted as a professional school of the 3-4 first class. 3-5 (b) In accordance with the plan developed under Subsection 3-6 (a), the board of regents shall take the steps necessary to 3-7 establish the medical school required by Subchapter K, Chapter 87, 3-8 Education Code, as added by this Act, not later than January 1, 3-9 2007. 3-10 (c) The board of regents shall begin admitting students to 3-11 the medical school not later than the fall semester of 2008. 3-12 SECTION 3. This Act takes effect immediately if it receives 3-13 a vote of two-thirds of all the members elected to each house, as 3-14 provided by Section 39, Article III, Texas Constitution. If this 3-15 Act does not receive the vote necessary for immediate effect, this 3-16 Act takes effect September 1, 2001.
