                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to establishing a medical school at Prairie View A & M
 1-3     University.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1. The board of regents of the Texas A & M University
 1-6     System shall establish and maintain the Prairie View A & M Medical
 1-7     School.  The board may provide for the training and teaching of
 1-8     medical students, medical technicians and other technicians in the
 1-9     practice of medicine.
1-10           SECTION 2. The board may prescribe courses leading to
1-11     customary degrees offered in other leading American medical
1-12     schools, may award the degrees, and may make other rules and
1-13     regulations for the operation, control and management of the
1-14     school, including the determination of the number of students that
1-15     shall be admitted to any degree-granting program, that are
1-16     necessary for the conduct of a professional school of the first
1-17     class.
1-18           SECTION 3. The board may execute and carry out with any
1-19     entity or institution affiliation or coordinating agreements that
1-20     are reasonably necessary or desirable for the conduct and operation
1-21     of a professional school of the first class; and the board may make
1-22     joint appointments in other institutions under its governance.  The
1-23     salary of any person who receives a joint appointment shall be
 2-1     apportioned to the appointing institutions on the basis of services
 2-2     rendered.
 2-3           SECTION 4. The board may accept and administer, on terms and
 2-4     conditions satisfactory to it, grants or gifts of property,
 2-5     including real estate and money, that may be tendered to it in aid
 2-6     of the planning, establishment, conduct, and operation of the
 2-7     school and in aid of research and teaching at the school.  The
 2-8     board may accept from the federal government or any foundation,
 2-9     trust fund, corporation, or individual donations, gifts and grants,
2-10     including real estate, buildings, libraries, laboratories,
2-11     apparatus, equipment, records, or money, for the use and benefit of
2-12     the school.
2-13           SECTION 5. The Prairie View A & M Medical School account is a
2-14     separate account in the general revenue fund.  Money in the account
2-15     may be used only to establish and maintain the Prairie View A & M
2-16     Medical School.
2-17           SECTION 6. The Public Utilities Commission of Texas shall
2-18     determine whether a local exchange company is imposing switched
2-19     access rates on a combined originating and terminating basis that
2-20     are in excess of the rates allowed for recovery of switched access
2-21     revenue.  If the Public Utilities Commission of Texas makes that
2-22     determination, the local exchange company shall deposit an amount
2-23     equal to the excess amount into the Prairie View A & M Medical
2-24     School account.
2-25           SECTION 7. This Act is effective on September 1, 2001.
