No. 3491 1-2 (In the Senate - Received from the House April 30, 2001; 1-3 April 30, 2001, read first time and referred to Committee on 1-4 Criminal Justice; May 10, 2001, reported favorably by the following 1-5 vote: Yeas 6, Nays 0; May 10, 2001, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to the training of law enforcement officers and recruits 1-9 on dual arrests and the determination of predominant aggressors in 1-10 family violence situations. 1-11 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-12 SECTION 1. Section 1701.253, Occupations Code, is amended by 1-13 adding Subsection (e) to read as follows: 1-14 (e) Training officers and recruits in investigation of cases 1-15 required by Subsection (b)(1)(B) shall include instruction in 1-16 preventing dual arrest whenever possible and conducting a thorough 1-17 investigation to determine which person is the predominant 1-18 aggressor when allegations of family violence from two or more 1-19 opposing persons are received arising from the same incident. 1-20 SECTION 2.
