                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the composition of the districts for the election of
 1-3     members of the United States House of Representatives from the
 1-4     State of Texas.
 1-5           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-6           SECTION 1. The districts from which the members of the United
 1-7     States House of Representatives representing the State of Texas are
 1-8     elected are the districts as provided by law and used for the
 1-9     election of the members of the House of Representatives of the
1-10     107th Congress except as those districts are changed by SECTION 2
1-11     of this Act.
1-12           SECTION 2. The portion of Congressional District 12, located
1-13     in Tarrant County, is transferred to Congressional District 24.
1-14           SECTION 3. The districts established by this Act apply to the
1-15     election of the members of the United States House of
1-16     Representatives from the State of Texas beginning with the primary
1-17     and general elections in 2002 for members of the 108th Congress.
1-18     This Act does not affect the membership, or districts, of the
1-19     United States House of Representatives of the 107th Congress.
1-20           SECTION 4.  This Act takes effect immediately if it receives
1-21     a vote of two-thirds, or greater, of all the members elected to
1-22     each house, as provided by Article III, Section 39, Texas
1-23     Constitution.  If this Act does not receive the minimum vote
 2-1     necessary for immediate effect, then this Act instead takes effect
 2-2     September 1, 2001.
