1-6 (c) If the comptroller determines in the annual study that

1-20 in Subsection (d) for each district as determined by that appraisal
1-21 district, shall be presumed to be valid, or the taxable value for
1-22 all such school districts shall be the value determined by the
1-23 comptroller under Subsection (a). If more than one appraisal
2-1 district appraises property for a school district, the portion of
2-2 the market value of property of the school district as determined
2-3 by each appraisal district that appraises property for the school
2-4 district, less the total of the amounts and values listed in
2-5 Subsection (d), shall be presumed to be valid if the market value
2-6 of property of other school districts for which the appraisal
2-7 district appraises property, less the total of the amounts and
2-8 values listed in Subsection (d), is presumed to be valid.
2-9 SECTION 2. This Act takes effect immediately if it receives
2-10 a vote of two-thirds of all the members elected to each house, as
2-11 provided by Section 39, Article III, Texas Constitution. If this
