No. 3621 77R7800 MCK-F A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to creating a task force to study the use of land within 1-3 the Capitol Complex. 1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-5 SECTION 1. Subtitle B, Title 10, Government Code, is amended 1-6 by adding Chapter 2059 to read as follows: 1-7 CHAPTER 2059. CAPITOL COMPLEX MASTER PLAN TASK FORCE 1-8 Sec. 2059.001. DEFINITION. In this chapter, "Capitol 1-9 Complex" means the state-owned property in the city of Austin 1-10 within the area bounded on the north by Martin Luther King, Jr., 1-11 Boulevard, on the east by Trinity Street, on the south by 10th 1-12 Street, and on the west by Lavaca Street. 1-13 Sec. 2059.002. TASK FORCE. (a) The governor, the lieutenant 1-14 governor, and the speaker of the house of representatives shall 1-15 appoint a task force to study land use within the Capitol Complex. 1-16 (b) The task force shall develop a master plan for the 1-17 Capitol Complex that: 1-18 (1) makes maximum and best use of the land within the 1-19 Capitol Complex for state agencies; and 1-20 (2) provides for the relocation to the Capitol Complex 1-21 of state agencies located outside the Capitol Complex. 1-22 (c) The task force shall use research reports prepared by 1-23 the General Services Commission and the General Land Office in 1-24 developing the master plan under Subsection (b). 2-1 Sec. 2059.003. PRESIDING OFFICER. The governor shall appoint 2-2 one member of the task force as the presiding officer. The 2-3 presiding officer shall present the master plan to the governor, 2-4 the lieutenant governor, the speaker of the house of 2-5 representatives, and the director of any state agency that is 2-6 affected by the master plan. 2-7 Sec. 2059.004. AGENCY REJECTION OR APPROVAL OF 2-8 RECOMMENDATIONS. (a) The governing board of a state agency may 2-9 adopt or reject the recommendations contained in the master plan. 2-10 If the agency rejects the recommendations, the state agency shall 2-11 specify in writing the reasons for the rejection. 2-12 (b) Not later than the 90th day after the date the task 2-13 force receives a rejection of the recommendation from a state 2-14 agency, the task force shall develop a new implementation strategy 2-15 to present to the state agency. 2-16 Sec. 2059.005. ADMINISTRATIVE AND SUPPORT STAFF. An 2-17 executive agency at the direction of the governor and a legislative 2-18 agency at the direction of the lieutenant governor or the speaker 2-19 of the house of representatives shall provide support staff and 2-20 administrative assistance to the task force. 2-21 Sec. 2059.006. APPLICABILITY OF ADVISORY COMMITTEE LAW. 2-22 Chapter 2110 does not apply to the task force. 2-23 Sec. 2059.007. EXPIRATION. The task force is abolished and 2-24 this chapter expires September 1, 2005. 2-25 SECTION 2. This Act takes effect immediately if it receives 2-26 a vote of two-thirds of all the members elected to each house, as 2-27 provided by Section 39, Article III, Texas Constitution. If this 3-1 Act does not receive the vote necessary for immediate effect, this 3-2 Act takes effect September 1, 2001.
