By Gallego H.C.R. No. 4 77R52 JBR-D HOUSE CONCURRENT RESOLUTION 1-1 WHEREAS, John R. Foster retired from the legal profession 1-2 after 44 years of service to the citizens of Del Rio and the Lone 1-3 Star State, and he is indeed deserving of special recognition for 1-4 his noteworthy career; and 1-5 WHEREAS, Born in Del Rio, Mr. Foster graduated from Del Rio 1-6 High School in 1948; he earned a bachelor of arts degree from the 1-7 University of the South at Sewanee, Tennessee, in 1952 and a law 1-8 degree from The University of Texas School of Law in 1955; and 1-9 WHEREAS, This honorable gentleman went on to serve his 1-10 country as a member of the U.S. Army Military Police from 1956 to 1-11 1958 and drew on his knowledge and expertise to serve as a U.S. 1-12 Army judge advocate general's corps officer from 1958 to 1962; and 1-13 WHEREAS, In 1958, Mr. Foster established a legal practice in 1-14 Del Rio and continued in that pursuit as a partner in the firm of 1-15 Lowrey, Foster & Hodge; before entering private practice, he 1-16 developed a reputation for excellence as a public servant in the 1-17 posts of city attorney and county attorney; and 1-18 WHEREAS, Dedicated to his profession, this esteemed attorney 1-19 distinguished himself as president of the Val Verde County Bar 1-20 Association and Border District Bar Association, director of the 1-21 State Bar of Texas, fellow of the Texas Bar Foundation, and member 1-22 of the American Bar Association and Rotary International; for his 1-23 exemplary service to the public and the legal profession, he was 1-24 recognized in 1997 with the Judge Sam Williams Leadership Award by 2-1 the State Bar of Texas; and 2-2 WHEREAS, Throughout his many endeavors, Mr. Foster has 2-3 enjoyed the love and support of his wife of 47 years, the former 2-4 Bette Loise Muckleroy, and his four children, Abby Foster Tolin, 2-5 Radney Foster, Loise Foster Kirchner, and Jim Foster; and 2-6 WHEREAS, John Foster has contributed greatly to the public 2-7 image of the legal profession in Texas while earning the lasting 2-8 respect and admiration of all who know him, and it is a privilege 2-9 to honor him for his myriad achievements; now, therefore, be it 2-10 RESOLVED, That the 77th Legislature of the State of Texas 2-11 hereby commend John R. Foster for his dedication to the citizens 2-12 of Del Rio and the State of Texas and extend to him sincere best 2-13 wishes for continued happiness in retirement; and, be it further 2-14 RESOLVED, That an official copy of this resolution be 2-15 prepared for Mr. Foster as an expression of high regard by the 2-16 Texas House of Representatives and Senate.
