                             HOUSE CONCURRENT RESOLUTION
 1-1           WHEREAS, Texas law, adopted in 1999, mandates the flying of
 1-2     the POW/MIA flag at state office buildings, including the south
 1-3     wing of the Capitol, on Armed Forces Day, Memorial Day, Flag Day,
 1-4     Independence Day, Veterans Day, and National POW/MIA Recognition
 1-5     Day; and
 1-6           WHEREAS, Nevertheless, it is appropriate that each and every
 1-7     day Americans keep in mind the many United States military
 1-8     personnel and civilians who remain missing in action from past
 1-9     military conflicts, and from the Cold War, and who cannot truly be
1-10     said to have returned home until they have been found or their
1-11     remains have been identified; and
1-12           WHEREAS, The search for these Americans, victims of an
1-13     unknown fate, must not end; corresponding to the more than 90,000
1-14     who remain  missing, there are today approximately 50,000 former
1-15     prisoners of war living among us whose return to this country was
1-16     the result of perseverance in the pursuit of their identification,
1-17     location, recovery, and safe return; and
1-18           WHEREAS, Even since the end of this country's military
1-19     participation in Southeast Asia there have been 593 Americans from
1-20     that conflict who have been repatriated or accounted for; since the
1-21     fall of South Vietnam, 58 firsthand sightings of Americans have
1-22     been reported, including 13 unresolved sightings involving
1-23     individuals in a captive or noncaptive environment and another 45
1-24     sightings, from wartime years, that were determined to correlate to
 2-1     individuals listed as missing; and
 2-2           WHEREAS, It is imperative that legislators of this state be
 2-3     on continuing record in favor of investigatory and diplomatic
 2-4     measures that move our country toward the fullest possible
 2-5     accounting of the location or fate of American citizenry from
 2-6     military conflicts and engagements; now, therefore, be it
 2-7           RESOLVED, That the 77th Legislature of the State of Texas
 2-8     hereby express its support for the continued search for missing
 2-9     United States military personnel and civilians.
