                             HOUSE CONCURRENT RESOLUTION
 1-1           WHEREAS, The family and friends of Esperanza Acosta Moreno of
 1-2     El Paso were deeply saddened by the passing of this beloved lady on
 1-3     May 6, 2000, at the age of 67; and
 1-4           WHEREAS, Born on December 23, 1932, Mrs. Moreno graduated
 1-5     from Austin High School and earned her bachelor's degree from the
 1-6     University of Texas at El Paso (UTEP); she then received a master's
 1-7     degree in library science from the University of Illinois and began
 1-8     working at the public library in Youngstown, Ohio; and
 1-9           WHEREAS, After three years in Ohio, Mrs. Moreno returned to
1-10     Texas and worked as a librarian in the human resources research
1-11     organization library at Fort Bliss; in 1964, she was employed by
1-12     Hotel Dieu School of Nursing, where she created a classification
1-13     system that was adopted by the National Library of Medicine
1-14     Classification System; and
1-15           WHEREAS, Her impressive tenure with UTEP included serving as
1-16     both head librarian and chief librarian of the medical/nursing
1-17     library and while in those positions, she established the
1-18     Historical Memorial Collection for Louis Wikoff; in 1986,
1-19     Mrs. Moreno was assigned as the reference librarian at the UTEP
1-20     library; and
1-21           WHEREAS, Throughout Mrs. Moreno's distinguished career as a
1-22     librarian, she garnered many accolades; in 1967, she became the
1-23     first Hispanic woman to receive the Librarian of the Year award
1-24     from the Border Regional Library Association, and she received the
 2-1     award again in 2000; in 1992, UTEP bestowed on Mrs. Moreno one of
 2-2     its highest honors, the Distinguished Achievement Award for Service
 2-3     to Students; and
 2-4           WHEREAS, Mrs. Moreno contributed greatly to many noteworthy
 2-5     professional organizations; she created the Del Norte Biosciences
 2-6     Library Consortium and became its president, served as a member of
 2-7     the American Library Association and Texas Library Association, and
 2-8     held the title of Distinguished Member of the Medical Library
 2-9     Association; and
2-10           WHEREAS, In addition, Mrs. Moreno actively participated in
2-11     numerous local causes, and as a member of the League of Women
2-12     Voters she translated the voter's guide into Spanish to encourage
2-13     the involvement of the Hispanic population in politics; she also
2-14     worked to improve the children's literature collections for
2-15     bilingual education and did much to acquire children's books from
2-16     vendors in Ciudad Juarez; and
2-17           WHEREAS, This esteemed woman also left a legacy of writings,
2-18     including various listings, reference handbooks, and her
2-19     unpublished manuscript, "Giants of the Desert," which researches
2-20     the history of doctors in El Paso and is currently being archived
2-21     by the UTEP library; and
2-22           WHEREAS, A loving wife and mother, influential in the library
2-23     profession, and kind and charitable to all, Mrs. Moreno will
2-24     undoubtedly live on in the hearts of the many people she so deeply
2-25     touched; now, therefore, be it
2-26           RESOLVED, That the 77th Legislature of the State of Texas
2-27     hereby pay tribute to the life of Esperanza Acosta Moreno and
 3-1     extend sincere sympathy to the members of her family:  to her
 3-2     husband, Jose I. Moreno; to her son, Fernando Jose Moreno; to her
 3-3     daughter, Ernestina Moreno; to her brother, Jose I. Acosta; to her
 3-4     sisters, Dolores Vega, Maria Luisa Gutierrez, Virginia Bejarano,
 3-5     and Yolanda A. Moreno; and to her many other relatives and friends;
 3-6     and, be it further
 3-7           RESOLVED, That an official copy of this resolution be
 3-8     prepared for her family and that when the Texas House of
 3-9     Representatives and Senate adjourn this day, they do so in memory
3-10     of Esperanza Acosta Moreno.
