                             HOUSE CONCURRENT RESOLUTION
 1-1           WHEREAS, The passing of former Texas Supreme Court Justice
 1-2     Ross E. Doughty, Jr., of Uvalde on March 18, 2000, at the age of
 1-3     89, brought a great loss to the many friends and relatives of this
 1-4     esteemed gentleman; and
 1-5           WHEREAS, Born on June 27, 1910, to Ross E. Doughty, Sr., and
 1-6     Lillian Gertrude Norsworthy Doughty, he graduated from Uvalde High
 1-7     School, attended Texas A&M University, and earned his law degree
 1-8     from The University of Texas School of Law; he married the former
 1-9     Mary Edna Anthon in 1938, and her steadfast love and support
1-10     contributed greatly to his subsequent success; and
1-11           WHEREAS, Judge Doughty was admitted to the Texas bar in 1935,
1-12     beginning a distinguished legal career that spanned half a century;
1-13     his service as Uvalde city judge was followed by his election to
1-14     five consecutive terms as Uvalde county attorney; voters in a
1-15     seven-county district next elected him to serve two terms as
1-16     district attorney of the 38th Judicial District; and
1-17           WHEREAS, In 1949, this respected jurist was appointed by
1-18     Governor Allan Shivers to the post of 38th Judicial District judge,
1-19     and he was reelected to that position seven times; Governor Dolph
1-20     Briscoe appointed him to the Supreme Court of Texas in 1975, a
1-21     position he held until retiring from the court in 1976; and
1-22           WHEREAS, "The Judge," as he was affectionately known, further
1-23     served the citizens of the Lone Star State as presiding judge of
1-24     the Sixth Administrative Judicial District of Texas and as an
 2-1     appointed member of the Texas Judicial Committee; and
 2-2           WHEREAS, In recognition of his outstanding contributions to
 2-3     the state and his passion for history, this beloved Texan will be
 2-4     honored with the Judge Ross E. Doughty, Jr., Local History Room at
 2-5     the West Main Project in his hometown of Uvalde; and
 2-6           WHEREAS, Those who were privileged to share the friendship of
 2-7     Judge Doughty will long miss his presence, and he will surely be
 2-8     remembered with great affection and admiration for many years to
 2-9     come; now, therefore, be it
2-10           RESOLVED, That the 77th Legislature of the State of Texas
2-11     hereby pay tribute to the life of the Honorable Ross E. Doughty,
2-12     Jr., and extend sincere sympathy to his daughter, Frances "Francie"
2-13     Doughty, and to the other relatives and many friends of this fine
2-14     man; and, be it further
2-15           RESOLVED, That an official copy of this resolution be
2-16     prepared for the members of his family and when the Texas House of
2-17     Representatives and Senate adjourn this day, they do so in memory
2-18     of Judge Ross E. Doughty, Jr.
