                             HOUSE CONCURRENT RESOLUTION
 1-1           WHEREAS, The Texas Legislature successfully reduced taxes for
 1-2     Texans in 1997 and 1999 and the next biennial budget is still
 1-3     expected to grow by $5.2 billion; and
 1-4           WHEREAS, All taxpayers should be allowed to keep more of
 1-5     their own money; and
 1-6           WHEREAS, The best way to encourage economic growth is to cut
 1-7     marginal tax rates across all tax brackets immediately and
 1-8     retroactively; and
 1-9           WHEREAS, The American people have not received real tax
1-10     relief in a generation; now, therefore, be it
1-11           RESOLVED, That the 77th Legislature of the State of Texas
1-12     hereby respectfully request the Texas delegation to the Congress of
1-13     the United States to support and work to pass, retroactive tax
1-14     relief that would refund a portion of the 2001 non-Social Security
1-15     budget surplus to the American people; and, be it further
1-16           RESOLVED, That the Texas secretary of state forward official
1-17     copies of this resolution to all the members of the Texas
1-18     delegation to the Congress of the United States of America.
