                             HOUSE CONCURRENT RESOLUTION
 1-1           WHEREAS, The October 2, 2000, death of Charles H. Neeley,
 1-2     former mayor and city councilman of Paris, brought great sorrow to
 1-3     the family and friends of this esteemed gentleman; and
 1-4           WHEREAS, Born on September 26, 1929, in the Ambia community
 1-5     of Lamar County, Mr. Neeley graduated from Texas A&M University,
 1-6     where he was Aggie Band Commander; he answered his country's call
 1-7     to duty during the Korean War, serving in the U.S. Air Force and
 1-8     retiring with the rank of major; and
 1-9           WHEREAS, A certified production professional, Mr. Neeley
1-10     earned respect as an environmental manager working for Campbell
1-11     Soup Company, We Pack Warehousing and Distribution, Inc., and
1-12     Harrison-Walker & Harper, Inc., and as owner of his own business,
1-13     Charles H. Neeley Consulting; and
1-14           WHEREAS, Charlie Neeley's many accomplishments within his
1-15     field include being the project manager for an innovative overland
1-16     flow system of wastewater treatment at a major international food
1-17     processing plant and being a consultant for the United States EPA
1-18     and the Chinese EPA in the construction of four overland flow
1-19     wastewater treatment systems in China; and
1-20           WHEREAS, His dedication to his profession was exemplified by
1-21     his participation in the Texas Water Conservation Association,
1-22     American Society of Industrial Security, and the Texas Pest Control
1-23     Association; he also served on the Environmental Committee of the
1-24     Texas Association of Business, the Environmental Committee of the
 2-1     Lamar County Chamber of Commerce, and on the Advisory Committee of
 2-2     the Red River Authority; and
 2-3           WHEREAS, This committed Texan gave generously of his time to
 2-4     his community as a member of the Paris Rotary Club, the First
 2-5     Christian Church of Paris, and the Paris City Council, which
 2-6     ultimately led to him serving as the mayor of his beloved town; and
 2-7           WHEREAS, An admired businessman and civic leader and a
 2-8     devoted husband and father, Mr. Neeley enriched the lives of
 2-9     countless individuals, and his spirit will undoubtedly live on in
2-10     the hearts of the many people whose lives he so deeply affected;
2-11     now, therefore, be it
2-12           RESOLVED, That the 77th Legislature of the State of Texas
2-13     hereby pay tribute to the life of Charles H. Neeley and extend
2-14     sincere sympathy to the members of his family:  to his wife, Fran
2-15     Horton Neeley; to his sons, David Neeley and Perry Neeley; to his
2-16     daughter, Nancy Neeley; to his grandchildren, Heather Neeley and
2-17     Kevin Charles Neeley; to his adopted children, Tammy Anderson and
2-18     Kevin Woodroof; to his cousin, Colonel H. D. Neeley; and to his
2-19     many other relatives and friends; and, be it further
2-20           RESOLVED, That an official copy of this resolution be
2-21     prepared for his family and that when the Texas House of
2-22     Representatives and Senate adjourn this day, they do so in memory
2-23     of Charles H. Neeley.
