                             HOUSE CONCURRENT RESOLUTION
 1-1           WHEREAS, The passing of Julian Harris Zimmerman of Austin on
 1-2     March 31, 2001, at the age of 84, has brought a profound sense of
 1-3     loss to the family and many friends of this distinguished
 1-4     gentleman; and
 1-5           WHEREAS, Born in 1917, Mr. Zimmerman was a man of
 1-6     considerable talents who used his prodigious abilities to excel in
 1-7     various capacities; throughout the years, he served as a mortgage
 1-8     banker, lawyer, and civic and political leader; and
 1-9           WHEREAS, He demonstrated his love of country by serving as a
1-10     staff officer during World War II and working on Operation
1-11     Overlord, which was General Eisenhower's secret plan for the
1-12     invasion of Europe and its liberation from Nazi Germany; and
1-13           WHEREAS, After World War II concluded, Mr. Zimmerman took a
1-14     position as general counsel of the federal Housing and Home Finance
1-15     Agency, and President Eisenhower appointed him commissioner of the
1-16     Federal Housing Administration in 1959; and
1-17           WHEREAS, A native of Wichita, Kansas, Mr. Zimmerman moved to
1-18     Austin in 1960 to serve as president and chief executive officer of
1-19     Lumberman's Investment Corporation, one of the nation's major
1-20     mortgage banking companies, and President Nixon appointed him a
1-21     board member of the Federal National Mortgage Association in 1970;
1-22     and
1-23           WHEREAS, In addition, he held several important positions in
1-24     Austin, serving as director of the Catholic Charities of Austin and
 2-1     the Texas Memorial Museum of The University of Texas, as well as
 2-2     president of Laguna Gloria Art Museum; and
 2-3           WHEREAS, This exemplary man played an integral role in the
 2-4     ascendancy of the Texas Republican Party as a cofounder and
 2-5     chairman of the Associated Republicans of Texas, a fund-raising
 2-6     group that supports local, legislative, and statewide candidates;
 2-7     and
 2-8           WHEREAS, With his integrity, leadership, record of service,
 2-9     and rare zest for political issues, he earned a special place in
2-10     the hearts and minds of countless people; and
2-11           WHEREAS, Although he will be deeply missed, his enduring
2-12     spirit and significant contributions to his country and its people
2-13     will continue to live on in the memories of all those whose lives
2-14     he influenced; now, therefore, be it
2-15           RESOLVED, That the 77th Legislature of the State of Texas
2-16     hereby pay tribute to the life of Julian Harris Zimmerman and
2-17     extend sincere sympathy to the members of his family as we join
2-18     them in mourning their loss: to his wife, Shirley; to his daughter,
2-19     Jana Z. Dawson; to his stepdaughter, stepson, and son-in-law; to
2-20     his two sisters; to his six grandchildren; and to his other
2-21     relatives, friends, and colleagues; and, be it further
2-22           RESOLVED, That an official copy of this resolution be
2-23     prepared for his family and that when the Texas House of
2-24     Representatives and Senate adjourn this day, they do so in memory
2-25     of Julian Harris Zimmerman.
