                             HOUSE CONCURRENT RESOLUTION
 1-1           WHEREAS, Section 16.053, Water Code, requires regional water
 1-2     planning groups throughout the state to prepare regional water
 1-3     plans that address 50-year water needs; initial submissions were
 1-4     due in January 2001, with subsequent submissions to occur every
 1-5     five years thereafter; and
 1-6           WHEREAS, The Panhandle Regional Water Planning Group is
 1-7     responsible for Region A comprising Armstrong, Carson, Childress,
 1-8     Collingsworth, Dallam, Donley, Gray, Hall, Hansford, Hartley,
 1-9     Hemphill, Hutchinson, Lipscomb, Moore, Ochiltree, Oldham, Potter,
1-10     Randall, Roberts, Sherman, and Wheeler counties; and
1-11           WHEREAS, A proposed site known as the Sweetwater Creek
1-12     Reservoir, located in Wheeler County, potentially could serve as a
1-13     source of water for the Panhandle region, but requires further
1-14     study to determine if and how that potential can be achieved within
1-15     the parameters of the Red River Compact; now, therefore, be it
1-16           RESOLVED, That the 77th Legislature of the State of Texas
1-17     hereby direct the Panhandle Regional Water Planning Group to
1-18     examine the Sweetwater Creek Reservoir site in Wheeler County as a
1-19     potential water management strategy to supply water demands in the
1-20     region, and to determine the appropriateness of including such
1-21     reservoir in its regional water plan to be submitted to the Texas
1-22     Water Development Board in January 2006; and, be it further
1-23           RESOLVED, That the 77th Legislature of the State of Texas
1-24     encourage the Texas Water Development Board, through its funding of
 2-1     the regional water planning process, to make money available to
 2-2     enable the Panhandle Regional Water Planning Group to study the
 2-3     Sweetwater Creek Reservoir as a potential water management
 2-4     strategy; and, be it further
 2-5           RESOLVED, That the secretary of state forward two official
 2-6     copies of this resolution to the executive director of the Texas
 2-7     Water Development Board, one for purposes of that agency and the
 2-8     other to be transmitted to the Panhandle Regional Water Planning
 2-9     Group.
