HOUSE CONCURRENT RESOLUTION
1-1 WHEREAS, On January 1, 2001, L. C. Stout retired as
1-2 superintendent of the Prairiland Independent School District (ISD),
1-3 bringing to a close a highly productive tenure; and
1-4 WHEREAS, While a classroom instructor, he taught English,
1-5 history, and German, and he also coached a girls sports program for
1-6 three years; and
1-7 WHEREAS, Dr. Stout's considerable abilities as an
1-8 administrator led him to become a principal in 1985; he accepted
1-9 the position of superintendent of Prairiland ISD in 1992 and ably
1-10 performed the demanding duties of that job for nearly a decade,
1-11 becoming widely known as one of the most respected school leaders
1-12 in Prairiland's history; and
1-13 WHEREAS, Still committed to the field of education, this
1-14 dedicated Texan is now mentoring teachers for the Region VIII
1-15 Education Service Center, applying his lifetime of expertise to the
1-16 goal of reducing teacher attrition; and
1-17 WHEREAS, Dr. Stout attended grade school in Blossom and
1-18 earned a bachelor's degree from The University of Texas at
1-19 Arlington; he then went on to attain his master's degree, teacher
1-20 certification, and doctorate from Texas A&M University--Commerce;
1-21 and
1-22 WHEREAS, Throughout the course of his distinguished tenure
1-23 with the Prairiland ISD, Dr. Stout focused on providing students
1-24 with a quality education, and it is indeed appropriate that he
2-1 receive special legislative recognition for his myriad efforts in
2-2 behalf of the schoolchildren of Texas; now, therefore, be it
2-3 RESOLVED, That the 77th Legislature of the State of Texas
2-4 hereby congratulate L. C. Stout on his retirement as superintendent
2-5 of the Prairiland ISD and extend to him best wishes for continued
2-6 success with his future endeavors; and, be it further
2-7 RESOLVED, That an official copy of this resolution be
2-8 prepared for Dr. Stout as an expression of high regard by the Texas
2-9 House of Representatives and Senate.
