                                 A JOINT RESOLUTION
 1-1     proposing a constitutional amendment to lower the minimum voting
 1-2     age in elections.
 1-3           BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1. Section 1, Article VI, Texas Constitution, is
 1-5     amended to read as follows:
 1-6           Sec. 1.  The following classes of persons shall not be
 1-7     allowed to vote in this State, to wit:
 1-8           First:  Persons under 14 [18] years of age.
 1-9           Second:  All persons who have been determined mentally
1-10     incompetent by a court, subject to such exceptions as the
1-11     Legislature may make.
1-12           Third:  All persons convicted of any felony, subject to such
1-13     exceptions as the Legislature may make.
1-14           SECTION 2. This proposed constitutional amendment shall be
1-15     submitted to the voters at an election to be held November 6, 2001.
1-16     The ballot shall be printed to permit voting for or against the
1-17     proposition: "The constitutional amendment to lower the minimum
1-18     voting age to 14."
