 1-8     Amend H.J.R. No. 81 as follows:
 1-9           (1)  In SECTION 1 of the resolution, in Subsection (a) of
1-10     added Section 49-d-9, Article III, Texas Constitution (Engrossed
1-11     version page 1, line 29), strike ", at its determination,".
1-12           (2)  In SECTION 1 of the resolution, in Subsection (a) of
1-13     added Section 49-d-9, Article III, Texas Constitution (Engrossed
1-14     version page 1, Line 30, between "II", and "," insert "and the
1-15     water infrastructure fund".
1-16           (3)  In SECTION 1 of the resolution, in Subsection (a) of
1-17     added Section 49-d-9, Article III, Texas Constitution (Engrossed
1-18     version page 1, line 31), after the period add "The board shall
1-19     allocate the first $50 million in proceeds from any bonds issued
1-20     under this subsection to the water infrastructure fund."
1-21                           HOUSE JOINT RESOLUTION
1-22     proposing a constitutional amendment providing for the issuance of
1-23     additional general obligation bonds by the Texas Water Development
1-24     Board.
1-25           BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-26           SECTION 1. Article III, Texas Constitution, is amended by
1-27     adding Section 49-d-9 to read as follows:
1-28           Sec. 49-d-9. (a)  The Texas Water Development Board may issue
1-29     additional general obligation bonds, at its determination, for one
1-30     or more accounts of the Texas Water Development Fund II, in an
1-31     amount not to exceed $2 billion.
1-32           (b)  Section 49-d-8 of this article applies to the bonds
1-33     authorized by this section.  The limitation in Section 49-d-8 of
1-34     this article that the Texas Water Development Board may not issue
1-35     bonds in excess of the aggregate principal amount of previously
1-36     authorized bonds does not apply to the bonds authorized by and
1-37     issued under this section.
1-38           (c)  A limitation on the percentage of state participation in
1-39     any single project imposed by this article does not apply to a
1-40     project funded with the proceeds of bonds issued under the
1-41     authority of Section 49-d-8 of this article or this section.
1-42           SECTION 2. This proposed constitutional amendment shall be
1-43     submitted to the voters at an election to be held November 6, 2001.
1-44     The ballot shall be printed to provide for voting for or against
1-45     the proposition: "The constitutional amendment providing for the
1-46     issuance of additional general obligation bonds by the Texas Water
1-47     Development Board in an amount not to exceed $2 billion."
